Background Information
Post basic psychiatric nurses diploma training program was started in 1987 and few doctors were sent aboard for postgraduate training in psychiatry. The psychiatric Nursing School trains on the average 20 psychiatric nurses in a year. As of 2002, 2003 psychiatric nurses were trained and over 40 psychiatric units have been opened in the regional and district hospitals, health centers, school clinics and in the Federal Penitentiary clinic. Psychiatrists and experienced general doctors at Amanuel Hospital and the Department of Psychiatry teach the nurses. These nurses are trained to identify and treat common mental disorders and this program has contributed greatly to the decentralization and to some extent brought the basic mental health service closer to the patients and their supporting families. However, the level of training the nurses have taken does not equip them with the necessary knowledge and skill to handle varieties of cases. Thus upgrading the level of training would be essential to deliver a reasonable service to those who need it and the level of training is believed to be upgraded to B.Sc., degree to give quality nursing care and to produce competent graduate.
The Ethiopian population is primarily rural Psychiatric nurses carried out most of the activities in Ethiopia’s rural hospitals and health centers, Psychiatric nurses made an enormous contribution for many years in providing mental health services to communities.
Rationale of the Program
Currently, there are thirty four Ethiopian psychiatrists in the country. Twenty nine of them work in Addis Ababa, the remaining are working in Mekelle, Jimma, Asela, Adama, and Harar (Hiwot Fana) and Jijiga (Karamara) Hospitals. This gives a psychiatrist-to-population ratio of 1:2,400,000. Compared to other Sub-Saharan Africa counties, Ethiopia has the least number of psychiatrists per population. As to the psychiatric nurses, among the totally trained 525 diploma psychiatric nurses currently 296 are working in 74 out of nearly 4000 public health facilities (Health Centers and Hospitals) in Ethiopia. The remaining 229 psychiatric nurses, majority of them left the profession due to lack of incentives and carrier development in line with their profession. This gives a psychiatric nurse -to-population ratio of approximately 1:300,000.
Among other promising factors about mental health, it is categorized as one of public health importance diseases and one of component of primary health care (PHC). There is a great demand of psychiatric nurses by different stakeholders among the main stalk holder (MOH), and it is inculcated in the health policies of the FDRE.MOH as one of priority areas. According to the Federal Ministry of Health human resources strategy (HR 2020) 3332 B.Sc. psychiatric nurses are required; i.e. one for each health center, 800 M.Sc. level psychiatric nurses; i.e. one for each primary hospitals and 80 psychiatrists; i.e. one for each general hospital are needed. So the training is expected to address some of this huge demand of mental health professionals in the country.
Contrary to the high demand for mental health professionals, particularly psychiatric nurses, the proportion of highly qualified psychiatry professionals is very low compared to the size of the population served thus; this situation requires training of appropriate types and adequate number of psychiatry professionals. However:
- Training of psychiatrists takes long period of time and is too expensive, so it would be less likely for a poor country to train adequate number of psychiatrists and filling the professional gap in order to address the mental health care needs of the vast majority of the population,
- The nature of the curative and preventive mental health care services in the PHC units get overlap, so the condition necessitates a comparable working-knowledge, skills and expertise of both clinical and public health disciplines/care (curative, preventive),
- If psychiatric nurses are trained and equipped with the knowledge, skills and professional ethics that is required for preventive, solve and manage the common mental disorders including substance related disorders.
- More number of psychiatric nurses can be trained in a reasonably low cost and shorter duration
Therefore, training of psychiatric nurses is found more feasible and cost effective in solving common mental health problems of the population in Ethiopia. The trained mental health professionals would be utilized effectively and efficiently if there is strict monitoring and close follow up of the teaching and learning process as well as conducive educational environment and better handling of the graduated citizens.

Program Requirements
Selection and Admission Criteria
- Generic
Candidates must be a natural science (biology, chemistry, general sciences) student in preparatory classes and fulfill the following criteria;
- Meet the set criteria by the Ministry of Education and Haramaya University for degree students to join higher learning institution.
- Be physically fit (at least the candidate should be physically healthy capable of undertaking the four techniques of diagnosis of disease in clinical medicine i.e inspection, palpation, percussion and auscultation) and not having hearing problem.
- Female candidates will be encouraged
- Preferably, those who have interest to choose the profession.
- Advance Standing
To be eligible for admission into the advance standing B.Sc. program the candidate should fulfill the following criteria:
- Diploma from a recognized school of psychiatric nursing
- Diploma in nursing (Comprehensive, Clinical, and Public health nursing) from a recognized professional school showing a minimum of two years training with current practice on psychiatric nursing area.
- Official transcript
- Minimum service of 2 years
- Those who pass entrance examination more on professional subjects by considering (CGPA 30%, iterance examination 70% and pass mark is 60% and above in competitive manner)
- Age not more than 45 years
- Confidentially written recommendation letter from the immediate supervisor
Candidates must submit sponsorship paper from employing agency. If self sponsored, it will be based on the rules and regulations of the University registrar.
